But since the problem had started a few days ago, the computer seemed to be getting stuck or crashing on startup on the welcome screen or some random places Do you have an XP CD?

If you want to see what was replaced, right-click My Computer and click on Manage. Edit: I just checked and found out that the recovery cd that came with my dads comp which is a toshiba only works for toshiba laptops On the first startup or restart it loads the windows xp logo and loading part and only uptil the blue screen saying "Windows is starting up On second attempt after the windows xp logo and loading part, the screen turns black and there is only the arrow in the middle of the screen but it does not show the welcome screen On third try i think it works ok as i can log on properly After that the internet just says its connected but cant open any websites.

Download Dial-a-Fix by djlizard, save it to the desktop then extract it to it's own folder. Open the folder and run Dial-a-fix. The 4 boxes under it should be pre-checked Check all boxes in Section 5, labeled Registration Center. Click Go OK any error messages if received, but write them down and post them here. Restart the computer when done Let me know if IE behaves properly.

Open Dial-a-fix and click the hammer icon.
